Li Huimin, male, Han, born in July, 1956 in Donggang City, Liaoning. Member of the United League of China. He won postgraduate degree of Jilin University and Master’s Degree. He served as visiting scholar in Cambridge University of England since August, 1975; the visiting professor for University of North Carolina at Wilmington; the principal and deputy director general of Bureau of Investment Promotion projects in Dalian Free Trade Zone; deputy director general (preside over business)for the first bureau of Bureau of Investment Promotion in Dalian Free Trade Zone; director of promotion office for key projects in Dalian Free Trade Zone; he served as the director general of Bureau of Investment Promotion in Port Industrial District, Changxing Island, in September, 2005; he served as the deputy inspector for Port Industrial District, Changxing Island, and the director general of Bureau of Investment Promotion.
