(1) Carry out law enforcement duties as specified by laws, rules and regulations on planning, land resources, real estate, building market, urban appearance and environmental sanitation, urban afforestation and landscape garden, municipal infrastructure, public utilities, civil air defence management and other fields.

(2) Take charge of propaganda of relevant national laws, rules and regulations; draw up the department rules and regulations pursuant to the relevant national laws, rules and regulations.

(3) Take charge of professional training and assessment on the law enforcement officials.

(4) Exercise other powers given by laws, rules and regulations as well as the management committee.
